The Community Reinvestment and Repair Fund (CRRF) is a Maryland initiative established under the Cannabis Reform Act of 2023 following the legalization of adult-use cannabis. The fund directs a portion of cannabis tax revenues to local jurisdictions to support initiatives that benefit low-income communities and communities disproportionately impacted by cannabis prohibition and enforcement.
The Maryland Office of Social Equity provides guidance and oversight for implementation of the fund at the State level.

The Community Reinvestment and Repair Fund and local CRRC have evolved as Maryland established and expanded requirements for the use and oversight of CRRF funding.
Maryland established the CRRF as part of the Cannabis Reform Act of 2023, creating a mechanism to distribute a portion of adult-use cannabis tax revenues to local jurisdictions for community reinvestment.
The Queen Anne’s County Commissioners adopted the County’s CRRF ordinance on November 12, 2024. The ordinance established the County’s local framework for administering CRRF funds, including the Community Reinvestment and Repair Commission and local funding strategies.
State regulations established additional requirements for local CRRF administration and oversight. Among other requirements, the regulations address CRRC membership, community engagement, Distribution Plans, allowable uses, reporting, and compliance.
The Local Management Board (LMB) administers the CRRF and provides oversight and administrative support to the CRRC. The CRRC uses local data, community input, and information about available resources to recommend how CRRF funding is allocated among the funding strategies established by County ordinance. Recommendations are reviewed by the LMB Board and forwarded to the Queen Anne’s County Commissioners for final approval.
Beginning in 2026, the CRRC is expanding this approach through the development of a CRRF Distribution Plan. This plan brings together locally collected data, existing community planning efforts, and feedback from residents and community partners to align funding decisions with changing community needs and residents’ experiences.
The CRRC brings together individuals with community, professional, and lived experience to help guide CRRF investments in Queen Anne’s County. Membership includes specific representation required by State regulation and County ordinance, as well as members who contribute knowledge of local communities and community needs.

Queen Anne’s County is developing its first Community Reinvestment and Repair Fund Distribution Plan. The plan brings together local data, community input, and existing planning efforts to identify and rank community needs and guide CRRF funding decisions.
The proposed Distribution Plan is currently available for public review and has not yet been finalized or approved. Community feedback received during the public comment period and public hearing will be considered before the plan moves forward for approval.
