CHARACTER COUNTS! ADVISORY COMMITTEE

DRUG FREE QUEEN ANNE’S COALITION
The Drug Free Communities Support Program requires that each county that receives its grant have a drug coalition. Our effort has two major goals. The first goal is to reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting factors that minimize the risk of substance abuse. The second goal is to establish and strengthen collaboration among communities, private nonprofit agencies, and federal, state, and local governments to support the efforts of community coalitions to prevent substance abuse among youth. The coalition is also linked to the Queen Anne's County Drug and Alcohol Abuse Council run out of the Queen Anne's County office of Addictions. The Coalition takes the role as the “grass roots and worker bees” to the council.
EARNED REINVESTMENT COMMITTEE
Responsible for preparing for reviewing information about the earned reinvestment fund, and making recommendations on how and when funds should be expended from that fund. The current members of this committee are: Peg Anawalt, Becky Clark, Cathy Dougherty, Ralph Marketto, Pat Scott, and Pastor Dan Southern.
EDUCARE COMMITTEE
The Educare Committee was originally established when it was brought to the attention of the Local Management Board that a Judy Center Partnership participant was not able to return to high school because she could not afford child care. This young lady was not eligible for child care assistance through Purchase of Care. The Educare Committee reported to the Local Management Board on the status of Purchase of Care in Queen Anne’s County. Next, the committee developed a survey to look at the availability, affordability, and quality of child care in the county and revamped an existing “Family Child Care Survey.” Committee members continue to investigate the need for and strategies to provide affordable and quality child care in Queen Anne’s County.
EXECUTIVE COMMITTEE
The Partnership bylaws state that the Executive Committee will consist of the Officers of the Partnership (President, Vice President, and Treasurer) and may act on behalf of the Board subject to ratification at the next Board meeting. Other specific duties and responsibilities will be determined by the Board. FOUNDATION FOR COMMUNITY PARTNERSHIPS, INC.
Established by the Community Partnerships for Children, our Local Management Board, in December 2004 the Foundation for Community Partnerships, Inc. is a tax exempt public charitable organization created as a Community Foundation for the Chesapeake Bay region. Initially, the Local Management Board wanted ensure continued work towards their mission if state government funding were to stop completely and provide a mechanism for Community Programs to collect dedicated and targeted donations that could be passed on to worthwhile causes and programs. The Foundation is a separate organization with a separate board of directors made of members from the Local Management Board and those from the Community. The LMB provides Foundation with administration services. Membership on the Foundation board was initially offered to any Local Management Board member who wanted to participate and was comfortable with fundraising. Current Local Management Board members who would like to be on the Foundation board now should contact Mike Clark or Paul Stearns.

The committee then recommends those best suited for each position, whether it is board membership or committee membership. The board votes on the recommendations, and the final vote is then submitted to the County Commissioners for nomination. The nominating committee meets a couple times a year, depending on term expiration and the need for members on the board. Current members are: Virginia Ingling,, Roseanne Squire, Michelle Johnson, and Phyllis Naujokas.
SERVICES REVIEW COMMITTEE (AKA Grants Committee):
This committee develops grant forms and reviews grant applications that are made possible through various funding sources. This committee usually meets only two to four times a year, but when they meet the work is time-consuming.
